PURPOSE
The Line Superintendent is responsible for oversight of the construction and maintenance of the Association’s transmission and distribution facilities. Exercises considerable independence of judgment with respect to maintaining reliability of the Association’s power system.
ESSENTIAL FUNCTIONS OF THE POSITION
1.Supervise and direct the daily activities of the operations: planning scheduling and assigning work, determining techniques to be used, and equipment needs.
2.Manages the development and work of the line crew and communicates management directives and goals to employees.
3.Develops morale and positive behavior among supervised employees.
4.Evaluates, encourages, and coaches employees.
5.Develops and maintains an open line of communication with employees and to encourage suggestions, keeps employees informed regarding matters of the Association and holds frequent meetings with Foremen and Subforemen.
6.Responds to complaints and recommends/implements disciplinary action for positions supervised within these sections as outlined in the Association’s policies and collective bargaining agreements.
7.Conducts frequent field checks on work in progress to assure adherence to established standards, codes, practices, and safety requirements.
8.Reviews and approves the line crew time sheets.
9.Interview, recommend, and select candidates for all positions supervised.
10.Applies and follows the terms of applicable collective bargaining agreements. Ensures the collective bargaining agreement is administered equitably and fairly.
11.Oversees crews in restoring electrical service following service interruption as rapidly as possible. May replace units or components of plant without prior approval when necessary to restore service or when it poses an immediate threat to service continuity.
12.Provides technical expertise to executive management on complex jobs.
13.Estimates jobs in regard to cost and material.
14.Investigates customer complaints and accidents.
15.May coordinate activities related to operational problems, including major outages.
16.Implements company policies and directs company and contractors to properly represent management and its policies in customer/member, in-house, and other public relationships.
17.Works with all departments in the Association, keeping the objectives of the Association in mind.
18.Participates in short and long-range planning.
19.Develop and manage training needs for employees under direct supervision.
20.Develop professional working relationships with all departments within the Association and all external entities when necessary.
21.Promotes a safety culture in which safety is a value. This culture is based on joint and individual engagement, ownership, and accountability regarding job safety and responsibility to perform work safely and adhere to safe work practices.
22.Performs the essential functions of the position in a safe and efficient manner.
23.Integral member of the Association’s Emergency Response Team. Responsible for duties as outlined in the Association’s Emergency Response Plan.

ESSENTIAL POSITION REQUIREMENTS
Qualified candidates are required to have:
A relevant bachelor’s degree or equivalent relevant experience in electrical utility field.
Five (5) years of progressively responsible supervisory experience in electrical utility construction, operations, and/or maintenance.
A valid Alaska driver’s license and a driving record, which is acceptable by the Association’s Driving Policy and insurable by the Association and the Association’s insurance carrier at standard group rates.
Preference may be given to candidates with:
Experience in directing, developing, and administering work programs and procedures; preparing management reports and measuring results.
Completed an accredited lineman apprenticeship program.
KNOWLEDGE, SKILLS AND ABILITIES
•Support a culture of safety excellence through active involvement in safety improvement and promote a sense of shared responsibility for safety.
•Advance knowledge of construction, operations, and maintenance of both overhead and underground electrical transmission and distribution systems.
•Advance knowledge of math in the areas of basic statistics, percentages, addition, subtraction, multiplication, and division, with the ability to utilize these functions on a daily basis.
•Advance knowledge of OSHA and NESC safety and code requirements and up-to-date techniques and procedures for this type of work as well as the procedures for handling hazardous material encountered by the Association.
•Working knowledge of personal computers in a windows environment, including the use of Word, Excel, and PowerPoint.
•Advance skill in providing clear and explicit directions, instructions and information using telephones, two-way radios, brief notes, reports, or in person.
•Advance skill in collaborative leadership, organizational skills and relationship building.
•Skill in developing solutions to assignments.
•Skill in effective and professional verbal and written communication.
•Advance ability in administering company policies and collective bargaining agreements.
•Ability to perform most duties required of a Journeyman Lineman.
•Ability to direct, instruct, and supervise multiple work crews.
•Ability to meet and deal effectively and calmly with a wide variety of people; possess emotional stability in emergency situations.
•Ability to assume responsibility for protecting life and property under normal and emergency conditions.
•Ability to maintain complete confidentiality of classified/confidential information.
•Ability to motivate subordinates to take initiative and proactively seek out work during slow work periods.
•Ability to compose procedures, letters, memorandums and reports.
•Ability to think clearly; identify and solve problems in a thorough and logical manner.
•Ability to effectively delegate and collaborate with others to accomplish assignments.

PHYSICAL DEMANDS

Minor amount of lifting/carrying/pushing up to fifty (50) pounds, kneeling, crouching, crawling, turning/twisting, bending at waist, handling of items, and feeling/touch of items or objects.
ENVIRONMENTAL CONDITIONS

•The position works in an office setting and requires field work in variable weather conditions. The incumbent must be able to work in variable weather conditions including, but not limited to rain, high winds, temperatures in excess of 80 degrees Fahrenheit and minus 40 degrees Fahrenheit, large amounts of snow, possibly over long periods of time and in darkness, etc.
•This position is subject to bee stings and insect bites.
•The incumbent must be able to work long hours under stressful conditions when restoring power during storms, outages, or other emergency conditions.
EMPLOYMENT STATUS
This position is classified as an exempt, non-represented position; and therefore, is not eligible for overtime compensation. All Association employees are expected to work widely varying amounts of time outside the normal shifts to assist in power restoration or other needs of the Association.
