PURPOSE
This position is responsible for the program management, development and implementation of recruiting and workforce programs, to include a focus on training. This position provides program management in recruitment, training and workforce development, training budget, position analysis/compensation.
ESSENTIAL FUNCTIONS OF THE POSITION
1.Provide program management in the design, development, and implementation of the Association’s recruiting process.
2.Manage all pre-hire administrative functions – e.g., references, background checks, etc.
3.Manage the Association’s onboarding program.
4.Administer and provide program management of workforce development initiatives ensuring organization-wide development is focused and strategically aligned with the Association’s Mission.
5.Administer and provide program management of systemic training and workforce development activities. Identify Association training needs by collaborating with executive staff, managers, and supervisors. May consult with contractors to design and present training or prepare and deliver training internally.
6.Monitor spending within the constraints of the Association and/or Division training budget.
7.Assist managers in administering targeted leadership development for succession planning.
8.Research training programs focusing on enabling the workforce to achieve improvements that meet priority organizational concerns.
9.Train and coach managers, supervisors and others involved in employee development efforts.
10.Manage and administer the analysis of job descriptions and work with the Benefits Administration Program Manager to identify appropriate grade assignments through the position analysis and classification process.
11.Collaborate with the Benefits Administration Program Manager or Chief Administrative Officer when performing job offers in an effort to maximize internal and external compensation equity.
12.Responsible for relevant recruiting or training reports, analysis to executive team or Board.
13.Responsible for the affirmative action process(es) or plans and equal opportunity programs as they relate to the recruiting effort. Ensure continuous regulatory compliance.
14.Administer and provide program management of service agreements for Human Resource contracts for areas of responsibility.
15.Research and prepare reports, studies, manuals, or surveys related to various human resource functions.
16.Represent the Association in a positive manner through discretionary involvement in community affairs.
17.Perform other duties as assigned.

ESSENTIAL POSITION REQUIREMENTS
Qualified candidates are required to have:
- A bachelor’s degree or equivalent relevant experience.
- Five (5) years of relevant experience.
Preference may be given to candidates with:
- Direct human resource experience.
- Experience directing or supervising employees.
- Experience managing recruiting and/or training programs.
- Experience managing projects and budgets.
- Experience working with Executive Staff.
- An HR certification in relevant field.
- Postsecondary education with an emphasis in HR management or closely related field.
Qualified candidates must have a valid driver’s license and a driving record which is acceptable by the Association’s Driving Policy and insurable by the Association and the Association’s insurance carrier at standard group rates.

• Skill in composing policies, procedures, letters, memorandums, and reports.
• Advanced ability to produce cogent presentations, contracts, and other written documentation.

PHYSICAL DEMANDS

ENVIRONMENTAL CONDITIONS

• This position works primarily in an office setting but will be required to travel to other Association offices and visit various organizations within the Mat-Su and Anchorage area.
• May require occasional travel outside of Alaska.

EMPLOYMENT STATUS
This position is classified as an exempt, non-represented position; and therefore, is not eligible for overtime compensation. All Association employees are expected to work widely varying amounts of time outside the normal shifts to assist in power restoration or other needs of the Association.
