Manager of Maintenance Operations  (Full Time)
Location: Bridgeport

General Function:

 

GBT’s Manager of Maintenance Operations has bottom line responsibility for all aspects of GBT’s fleet maintenance program. This is highly responsible supervisory and technical position which ensures that GBT’s fleet and maintenance equipment are kept in a state of good repair, meeting all safety and regulatory requirements and the needs of GBT’s riders. The Maintenance Manager provides direction to all maintenance staff including mechanics, parts clerks, yard workers, cleaners, janitors and other maintenance workers as maybe added from time-to-time. This position also leads efforts to improve GBT’s fleet, researching new technologies in the public transportation field and their application in GBT services.

 

Accountability:

 

This position reports to the Operations Officer and has bottom line responsibility for supervision of all maintenance staff. This position also works closely with GBT’s Manager of Facilities and Grounds to ensure GBT facilities meet the needs of the maintenance program and that all assets are maintained in a state of good repair.

Position Requirements:

 

1.    Trains, directs and supervises the work of all maintenance staff in their daily activities. Has bottom line responsibility for the proper maintenance of all of GBT’s full-size buses, paratransit buses and support vehicles;

2.    Provides job assignments to ensure the most efficient and effective use of GBT resources. Has bottom-line responsibility for the tracking and management of all work activities and minimizes the use of overtime;

3.    Ensures that all maintenance employees are fully trained and fully compliant with all safety laws, regulations, requirements and policies and procedures and that all maintenance employees understand and use all requisite Personal Protective Equipment (PPE) and ensures full compliance with all maintenance requirements of the American’s with Disabilities Act (ADA) as they pertain to GBT vehicles and their procurement. ;

4.    Ensures proper documentation of all maintenance activities including payroll, damage reports, preventative maintenance and all other reporting required for compliance with all federal, state and local regulations and requirements;

5.    Oversees the processing of all warranty claims, ensures the maximum benefit from all warranty programs, investigates warranty claims and makes appropriate recommendations. Ensures proper documentation of all warranty work for federal review when requested;

6.    Ensures full compliance with all maintenance aspects of grant management associated with the Federal Transit Administration (FTA) and leads the maintenance section of GBT’s Triennial Review and other fleet or maintenance reviews which may be required from time-to-time;   

7.    Maintains an up-to-date understanding of industry best practices and current trends related to new technology, propulsion systems, safety and security applicable to GBT fleet;

8.    Bottom-line responsibility for Occupational Health and Safety Administration (OSHA) compliance in any matter related to the training of employees in the proper use of equipment and materials;

9.    Responsible for the maintenance department and its staff during any emergency, such as fire, medical accident, chemical spills, burglary, and prepares necessary reports; respond to these instances in a fashion that is in full compliance with Federal, State and local requirements and in conformity with GBT policies and procedures;

10.Has bottom-line responsibility for ensuring GBT’s Cross Street property is cleared, prepared and ready for service during and following severe weather emergencies;

11.Responsible for some aspects of the maintenance of GBT’s facilities and grounds including the removal of snow, trees and shrubs, while keeping the Operations Officer and CEO apprised of overall condition of buildings and properties;

12.Prepares and updates GBT’s Preventative Maintenance Plan (PMP) for vehicles and equipment - keeping the plan current to GBT’s fleet and ensures that appropriate level of preventative maintenance is done in compliance with the plan. Tracks preventative maintenance to ensure no preventative maintenance interval is exceeded.  Bottom-line responsibility for GBT’s bus cleaning program ensuring that all buses meet GBT”s standard for interior and exterior cleaning and that all employees participating the bus cleaning program have a clear understanding of their roles and responsibilities;

13.Ensures that GBT’s maintenance employee work areas are cleaned and inspected on a regular basis including daily, weekly and quarterly cleaning programs;

14.Works to ensure the health of GBT’s fleet and minimizes the need for road calls; 

15.Oversees the scheduling of overtime for the department and develops all requisite shifts – ensuring proper coverage to meet the needs of the department and the goals of GBT’s maintenance program;

16.Assists in the recruiting, hiring and training of all maintenance staff; 

17.Participates in special projects as directed by the Operations Officer including the procurement of new rolling stock, the procurement of new equipment, the research of transit maintenance best practices and other projects which may be assigned from time-to-time;

18.Participates and may lead the development of policies and procedures regarding GBT’s maintenance department;

19.Assists in the preparation of annual operating budgets and works cooperatively with GBT’s Finance Department on the development and implementation of the Asset Management Program;

20.Participates and may lead periodic reviews and inspections of GBT’s fleet for compliance with local, state and federal safety requirements;

21.Oversees contractors for compliance with safety requirements, GBT on-site policies and procedures, technical specifications, contracts and costs to insure high quality, on-time and on-budget completion;

22.Arranges, participates and oversees annual required training for GBT maintenance staff  pertaining to fleet maintenance, proper procedures and safety;

23.Is available at all times to address issues pertaining to GBT’s maintenance program;

24.Serves on various committees including GBT’s Safety and Risk Management Leadership Group, Passenger Advisory Committee and others which may be required from time to time.

25.Oversees the preparation of all Estimates of Damage in a timely manner.

26.Other duties as assigned from time to time.

Requirements:

 

·         Bachelor's degree from an accredited college or university in a related field or 8-10 years of experience in transit fleet maintenance;

·         Demonstrated commitment to public transportation;

·         A comprehensive understanding of bus transit operations and fleet maintenance;

·         Experience in the use of transit and facility maintenance equipment;

·         The ability to plan and supervise maintenance employee work in a manner conducive to full performance and high moral; 

·         A detailed understanding of local, state and federal requirements related to safety, compliance and procurement;

·         Excellent organizational skills including the ability to keep records and prepare clear and concise reports;

·         Thorough  knowledge and understanding of OSHA requirements; 

·         General knowledge of computers and software systems used  in the support of this position;

·         Knowledge of administrative principles and methods, including goal setting, program and budget development and implementation; public administration; capital and operating budgets;

·         Knowledge of FTA regulations pertaining to maintenance, procurement and grants management;

·         Experience with state, federal and municipal government entities/processes;

·         Ability to understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements;

·         The ability to exercise sound judgment and creativity in making decisions;

·         The ability to interact professionally with all levels of GBT employees and maintain cooperative working relationships;

·         The ability to represent GBT before the Board of Commissioners, outside representatives, and public officials;

·         Strong analytical skills along with strong written and oral communication skills;

·         Valid Connecticut driver’s license and CDL;

·         Attendance at evening and early morning meetings and travel may be required.
